Using UTF-8 with echo command in batch [closed]

I am trying to improve the well-known BatchCraft. It is going well so far but I need help with hex code. In their code what they did for the double line border but the same characters are not working for me. I could probably just edit theirs but this will also be a new skill that I have learnt and it would be good to know. While investigating why I put double percentage signs in front and it appeared with %% xC2xB6. This is '¶' which for me is the vertical double lines. The problem I am having is that any of the characters when echoed has a 'T' in front which is very annoying, and does not allow a clean border.
