I'm having issues importing my csv file into postgresql . The file has already been converted into a UTF8 format but still shows error [closed]

ERROR: invalid byte sequence for encoding "UTF8": 0xf6 0x64 0x2c 0x32CONTEXT: COPY NW Products, line 23

I tried importing the file so many times but still gave the same error, and i already converteted the csv file to UTF8 using ms excel, or do i try converting the csv file to UTF8 through python? i dont know how to do this successfully tho.
